Parstats assessed and enhanced the sampling design of the face-to-face Quarterly Bahamas Labor Force Survey (LFS), with a stratified multi-stage design and a panel rotation scheme, and provided capacity building to the Bahamas National Statistical Institute (BNSI) to modernize its field management and quality control tools and processes.
Capacity-building activities involved:
– The installation of Parstat's Integrated Management and Quality Control (IMQC) system to supervise fieldwork across all the Bahamas Islands in real-time from the BNSI central office in Nassau. The system includes:
– An Online Field Monitoring Platform to supervise both listing and survey work, relying heavily on data management and GIS tech.
– An Audio Recording Supervision Platform to administer interview recordings and facilitate the work of a trained team of Audio Supervisors.
– An Online Quality Control Dashboard to monitor quality indicators overall and by the interviewer throughout the entire fieldwork.
– A set of computing processes to consist and certify the collected data.
– A training program that includes:
– Training for IT staff on the functioning of the IMQC system.
– Training for the LFS management staff on survey quality control methods and processes, using the IMQC system components, interpretation of its metrics and actions to resolve detected issues.
– Training on the QC dashboard development for future updates and new dashboards.
– Training for Audio Supervisors.
These products and training will allow BNSI staff to run the QC process independently on the LFS and other surveys.
