Tonga High-Frequency Phone Survey II (HFPS)

The Tonga HFPS is a World Bank’s continuous survey that has been running since the second half of 2022. In 2023, the project became a monthly panel survey. It delivers high-frequency information to track the evolution of the Tongan population’s well-being and is part of the Pacific Observatory, which also covers other countries in the South Pacific, such as Tonga, Vanuatu and Papua New Guinea.

It uses a Random Digit Dialing (RDD) sample of mobile phones across the country’s islands. It collects data on numerous living conditions topics such as labor, food security, food prices, agriculture, income, household assets and demographics.

Parstats Team is in charge of the survey design and implementation with the local support of 3SMT. Data is collected using TELSIA (Telephone Survey Integrated Application), an all-in-one phone survey application developed by Parstats. The data Quality Control system features an online dashboard to monitor a large set of survey-specific quality indicators and ongoing audio recording supervision performed by a trained team of auditors.
